Well,
I would say almost anywhere on the panhandle. I would deffinatly say try to find tin in early spring. That is when you will find them easiest. You will probally find some eastern diamondbacks too. The Okefenokee region of southern Georgia holds home to many canebreaks. You can not look in the refuge since the animals are protected, but I have caught a beautiful canebreak there. I would look on the border of swamps. They love to hang there. If you are herping in the summer I would suggest road cruising. They are noctural in the summer and are seen crossing roads a lot. I do most of my herping in Southeast Ga and Northeast FL. Road cruising is one of the most productive ways of finding any snakes.
