What are some good ways to heat a cold room that is about 60 degrees. Space heaters are out of the question

Space heaters are out of the question ? The you are out of luck unless you have central air and can run a duct to that room. Spot lamps and heat tape won't do the job if it get's too cold in the rest of the room.
I use one of those little ceramic heaters - about $18 at Wal-Mart. You have to put a thermometer on the wall and adjust your temperature accordingly. You can set it up on a shelf and let it blow into the middle of the room. I also put a metal pot of water in front of mine to keep the humidity up in that room. If it dries up and I don't catch it, no problem. Not so with some humidifiers.

We have an oil-filled radiator heater at work that does a good job with small rooms. A friend of mine uses one in his snake room with good results. Again, with a thermostat attached. Just plug it in, and it never needs refilling. About $50 at Lowes.

The oil-filled radiator DM mentioned is the most efficient electric heater available. Here in Canada, we know cold. My herp room is kept between 80 and 85, while the room right next door is in the mid 50's. I love these heaters! They also don't make a sound.
