It means that you could expect pain and swelling at the site of the bite, and also nausea, vomiting, chills, changes in heart rate, respirations, blood pressure etc. But not death. See? Local and systemic symptoms - but you won't die.

Hi Josh,
A reaction would not necessarly kill you, depending on the bite, but there's a good chance that it would be a ticket for a ride on a respirator. As bad or perhaps worse yet would be a reaction to AV.
If a person is bitten multiple times, even by "mild" snakes, often they develop a sensitivity to the venom rather than an immunity. This happened to Ross Allen, years ago, from Eastern Diamondback bites. He also developed a major sensitivity to AV and quit handling all together.
Bill Hasst, on the other hand, is at least partally immune to Cobra venom. But he achieved this by carefully controlled injections rather than bites (he's had a LOT of bites and at around 90 years old is in better shape than most of us). His blood has been used to make serum. Pretty amazing! And he's still going strong today.
Every bite is different and every person reacts to venom in a slightly different way. You never really know how you'll react until you actually get whacked, a piece of information the wise and careful keeper manages to do without.
Luck,
f
