I had a friend asking me about a phenomenon that occures with some lizards. She wanted to know what it is called when a lizard is turned upside down and the belly or throat is rubbed causing the animal to "go to sleep"... and what causes it. Can any of the Great minds out there help me answer her question?

Yeah, that works in many non-mammals (including sharks, 'gators, lizards, turtles, etc.). I believe that it has something to do with blood flow to the brain being altered, giving the animal approximately the same feeling that you get if you stand up too fast. I'll see if I can't dig up some more specifics sometime today if nobody gives you a better response.
