What do I do if my 4 foot Columbian Redtail swallows a lump of coconut shavins while striking at a mouse and gets it lodged in her throat where the back of the head and the neck meet? What do I do if she does it again because my tactics were kind of
useless.

The easiest solution is to eliminate the problem, because there is no easy way to get anything out of a hungry snakes mouth. If your snake will go for it, feed pre-killed food. The snake won't have to strike, diminishing the chances of substrate ingestion. Or, better yet, feed the snake outside of the cage. This will also lessen the chances of a conditioned feeding strike when you open the cage. It really sucks when your hand gets mistaken for a mouse.

Well see, what happened was I fed her a live mouse. She struck at it but it jumped and she caught its tail on her fang. Trying to get it off, her mouth collected all the coconut shavings. And she was blowing air bubbles out her mouth. We held her mouth open and squirted water in her mouth until she swallowed it. She eats 6-8 mice a week and by the time it has digested, she is hungry again. I would like to feed her out her cage but she is just way too active for it and she won't eat stunned or frozen mice. Live only.

sounds like ur Boa has respitatory problem. take it to the vet real quickly and have vet to take look at ur snake.
