is it possible? do you have to live in florida? do you have to log your hours in florida? could i use my mother in law's address in florida? not trying to beat any system but prepare for a future relocation.

Your title was too long and got cut off, so forgive me if this doesn't cover it...
Your hours do not have to be done in Florida, you just have to have someone willing to write a reccomendation and attest that you did them.
If you have use for one, like buying in person at shows or from dealers in Florida or collecting here, you can get a non-resident permit if you have sufficient hours or a permit from your state (it's not entirely clear what they will accept as far as an out of state permit as some states do strange things like requiring a hunting license or have no permit system).
Otherwise, when you move here, you can use any hours you already have.
You don't have any need for a Florida address until you move here, at which point it could be your mother in law's house, but only if that's where the snakes will be housed. You will also have to have a snake proof room outfitted and inspected (at the permitted address) before you can get your resident permit. Technically, I don't think it even has to be where you live, but it has to be close enough that they believe you can get there often enough to take care of things...

I had a FL venomous permit when I did not live in Florida, but I was transporting snakes back and forth from FL and out of state facilities. As long as you have a good reason, and you jump through all their hoops it's not a problem.
