I am not familiar with the product you are describing, but I surmise this is a soluble liquid vitamin with vitamin D3. You did not mention what reptile species you keep. So I'll try to answer your question to the best of my abilities.
Vitamin D3 is essential in proper bone growth metabolization in reptiles. Reptiles synthesize Vitamin D3 through UVA and UVB radiation (aka sunlight). Without sufficient vitamin D3 absorbtion, Metabolic Bone Disease will probably occur.
What these product manufacturers are trying to sell you is that their product supplements the vitamin D3 your captive reptile may be lacking in a captive environment. The UVA & UVB fluorescent lights that are manufactured are TRYING to simulate natural sunlight. However, try as they (manufacturers) might, there is no substitute for the real thing. I certainly recommend using UVA & UVB lighting for captive reptiles. I've visited family in England several times, and I'm aware sunlight is an uncommon commidity.
As for the liquid vitamins, if you keep snakes exclusively, I wouldn't bother with purchasing this product. Snakes get the majority of their vitamim D3 through consumption/ digestion of whole prey items. Herbivorus lizards and tortoises would benefit more from a soluble liquid vitamin. However, be warned, using too much too frequently can cause hypervitaminosis.
